Spanish speaking organisations like Delta Green

A new player has joined my group, we're running Impossible Landscapes and are on Volume 2. Spanish is her main language and her English isn't the best. I was wondering in the lore are there any Spanish speaking countries that have organisations like Delta Green? I could make that part of her character.
Also, do you think this is a good idea? Or might it offend her?
