Hellkite Dragon in Heide’s tower of Flame

This damn dragon keeps dropping the Watchdragon Parma in the water below when I kill it from afar. I tried quitting the game and it was still there in the water down below, I actually rolled off hoping I could pick it up, the prompt popped up and I mashed the accept button but died too soon. Has anybody ever had this issue before and could possibly provide a suggestion. I wont move on without this shield.
