What's the biggest duchy by holding slots in CK3?

Hi, I'm really loving CK3 so far and i wanna test how powerful you can get now by only holding a single duchy. What duchy has the most holding slots now?

I’ve been looking for this as well. I looked through a lot of the favorites from CK2 and Provence was the strongest I’ve found so far

I’m a bit confused by what you mean when you say counties. Provence is 4 counties with a total of ~20 holding slots (not at PC, may be off a bit).
