Any advice regarding forming vassal republics properly?

So I managed to form the Empire of Britannia as a Norse and I am now considering creating a vassal republic. The following are my assumptions, please correct me if I am wrong:

  1. The republic would need to be my direct vassal for optimal taxing purposes. As such I would have to either give them a duchy in my primary kingdom or give them a kingdom.
  2. Having the republic's capital bordering mine own would eventually be advantageous with regard to tech advancement due to universities.
  3. Republics are more powerful than their feudal equivalent. As such I shouldn't let them become too powerful.
  4. I shouldn't create multiple republics in close proximity or they will end up competing with each other.

I am torn between giving them a duchy beside my capital or giving them the Kingdom of Wales. Where would you place the republic in this situation?
