I need help getting stuff to cosplay

I'll start off by saying sorry if I can't ask this here. Okay so long story short I was just asked to go to my first convention. I was to go as Luffy from the dressrosa arc. But idk where to start or where I can find the stuff to get to make it or even just but it from somewhere. This is completely new to me any help would be appreciated
