How come I can only have 25-30 mbps when I’m downloading something?

This has been happening for a few months now and now I want any kind of help because I’m getting high-bills. When I try to play video games a few months ago, there was lag and packet loss. I decided not to do anything as I had school, but now it’s become a problem. So one day I bought a game and was downloading it, and since I had time, I decided to play, knowing there’ll be lag. When I started playing, there was literally no lag at all. From there on I decided to “download” games in order to play online.

The 2.4ghz doesn’t blink repeatedly and fast when I don’t download anything. But when I download something, the 2.4ghz on my router blinks so fast, I hope that makes sense. Is there anything I can do so that I don’t use too much data, and have my normal 25-30mbps? Thanks, and I can give out more details if needed.

Edit: I’m only posting this as I haven’t been able to find the problem, and customer support closed like an hour ago.
