The introduction of modern, industrial techniques to undo decades of Japanese sponsored devastation is too little. While farmers and government officials have begun to populate the land and activity has appeared, the government organization of China's agricultural project is lacking. While party members and local party branches are taking great strides to fulfill our goals in Hebei, Henan, Shandong, Jiangsu, Anhui and Hubei, effective coordination has been lacking between each province in an effort to 'achieve' prominence and fame.

This series of affairs can not continued, and while most party members are well-meaning in their zeal to see our wishes fulfilled, competition is not what we want. How else are we meant to find the best crop in all provinces if each province is clamoring to say that they have the best results. Selecting between six provinces instead of selecting the best risks corruption and for reactionary tendencies to reappear among the populace.

As such, in our efforts to find crops that can not only feed China's growing population, but also be resistant to above average levels of salinity, the Chinese Government has announced government-supported initiatives by the Chinese Academy of Agricultural Sciences to not only begin research and development into high-yielding varieties (HYVs), but also high-salinity resistant varieties (HSRVs). However, while the varieties of rice and other crops grown in China can allow for some selective breeding, the varieties of crops available to China for research is relatively limited.

As such, China will make outreaches to other countries, requesting to buy multiple varieties of crops in an effort to extract the needed genes to create a truly 'modern' crop. For countries that are hostile or unwilling to engage with China that also have crops known for either of these functions, we will continue to use existing networks to extract the needed genetic variation in order to make this project a success.
