With the Catholic Church dominating schooling both in the Belgian Congo (but also Belgium proper), it has given the Congo the most educated populace in sub-Saharan Africa, something that has led to the growth of our economy and improved living standards for the native populace. However, despite this educated populace, most of the civil service and all of the higher-ranking positions in the Force Publique remain under the control of white authorities. With Belgian and some leading Congolese intellectuals supporting independence in thirty-years, and with Belgian rule in the Congo being increasing challenged by ABAKO, Belgium must ramp up its education of the population so that the native populace has the knowledge and critical thinking skills to understand that the separatist ideals promoted by ABAKO and other separatist groups are foolhardy at best.
Following several consultations with Catholic missionaries, Catholic University of Louvain and the Lovanium University in Leopoldville, the Congolese Administration will establish further educational facilities across the country in towns and villages that are not apart of the traditional Matadi-Leopoldville and the Kolwezi-Jabotville-Elizabethville axes. Regional towns such as Katako-Kombe, Sandoa, Kahemba and Yakuluku will receive administrative investments to increase the amount of students that can be taught while Jesuit missionaries will be enticed to come to the Congo, with their 'liberal' Catholicism and enhanced understanding of native traditions will allow for better integration with the native populace and therefore enhance the effectiveness of the education program.
For the Congo to be a beacon of success and show Belgium's intent on truly uplifting the native populace, it just make sure the building blocks for further development are established. While a stratified system will eventually have to be implemented due to the lack of urbanization, the native work force must have the skills needed to participate in an increasingly integrated economy in the Congo, less the projections that the Administration and the World Bank have to be revised downward.
