We probably weren't being specific enough when we just threw money at our tourism industry. Given that out of the $2,000,000 we spent towards economic development, we set aside $500,000 to buy boats and a sizeable minority for subsidizing imports and giving business grants, let's say we have $800,000 for developing our tourism industry allotted from donations. However, this year, we have $10,000,000 to spend on development from Germany and $13,572,113 from the United States, plus construction advisors from both countries.

We will spend $2,000,000 on upgrading our airport under construction into a nice one that has an air conditioned terminal and two paved runways, of course cutting costs by using the engineers sent by these countries and very cheap labor from the pretty-much unemployed populace. We will beg for a single jet airliner from Spain as aid so that at the very least, we have the capability to get off of our island without foreign help and we can start shipping tourists in. We ask Líneas Aéreas de España to consider offering flights from North America and Europe to these islands if the demand from this single airliner is filled and the airport is constructed.

We will spend an additional $6,000,000 on expanding our three cities in building infrastructure, houses, and other buildings, focusing on New Jerusalem, so that we might have spare capacity to settle new immigrants in some sort of accommodation. Since we are paying for these houses and buildings to be built, and land is very scarce, the Judean government will keep ownership of these houses and the land they are built on, and basically lease out land ownership to residents similar to Singapore’s model. $500,000 of this money will be set aside to start our cities’ public transportation systems, buying buses to ferry people around in. New Jerusalem will be built as our political and financial capital and be the main point of contact/trading hub with the rest of the world.

On the topic of New Jerusalem, it seems like we forgot about the town on the northern end of Bubaque island inhabited by natives. We will build our city from the Portugese-built port to the south (why would you build a big naval port in an inland sea anyways), and will cross the bridge of dealing with the town already there when we get to it (we will probably buy out and demolish the shacks and integrate the impressive colonial buildings).

Carache will probably be a residential city for the most part, for residents that don’t need to go to the capital to work or are retired. It will also serve as the primary place where foreign expats and retirees can settle for an affordable price.

We will spend $1,000,000 on our education system, building K-12 educational centers, hiring teachers, and buying textbooks from overseas. It will be in the Hebrew language, with English as a required secondary language. Any child, including natives, will be forced to go until 10th grade, where they will be educated with a proper Zionist ideology that emphasizes Israel as the proper homeland of Israel. Of course, the vast majority of their education would still be in traditional academic subjects, focusing on the sciences, math, and English over the arts. Other than this, it will follow the American model of education that has been transplanted in places such as Japan. We ask that America send us qualified teachers/educational professionals to help our nascent system adequately teach students despite our lack of resources through training our own teachers and helping us adopt the American model. As part of our efforts to accommodate the natives, we will also be giving native Adults free lessons in Hebrew and English and education in Jewish culture.

We will spend $4,000,000 on supporting miscellaneous domestic businesses and feeding our people. With Portugese permission, we will relax financial-sector taxes and regulations to encourage activity, at the very least as a tax haven of sorts. We will also focus on re-exportation, focusing on trade opportunities between Europe, West Africa, and South America due to our relatively convenient position. We see our location and government type as an excellent opportunity to facilitate trade between these nations, and profit in the process. We hereby will propose separate free trade agreements between us and Brazil, Portugal, Spain, France, the UK, the US, South Africa and Canada to be negotiated. In the future, we will target higher-level value-added manufacturing, but we simply do not have the workforce or the infrastructure set up yet for this kind of activity. We will use the money we have after subsidizing essential imports such as food and giving everyone on the island 10 dollars both for giving aid and loans to small, local businesses starting up in Judea ($1.7 million maybe) and also for giving start up capital to businesses looking to capitalize on the re-exportation sector in return for equity to be held by our sovereign wealth fund ($2 million).

We will spend the remainder ($10.572 million) on kick starting our tourism industry.

We will target two kinds of tourism: the kind where people just want a nice beach to go to surrounded by pristine waters and a cool biosphere, where they are secure and problem-free, and the kind where people want to actively explore the islands in a safari like style.

We imagine the island of Bolama as a nice tourist island for the former. It has multiple beaches on it already spread out throughout the entire island, as well as rivers, bays, and cliffs. It also has probably the only developed colonial style old town in our islands. While this wouldn’t be great news for serious economic development such as will be happening in New Jerusalem, and the new town being built there will have to be built outside of its confines, it also creates a nice touristy charm for practically free. It is populated with natives as well, which introduces a cultural tourism aspect in the future. We will build modern, paved roads intersecting the island and connecting the most beautiful beaches and areas to the old town, to the new town as well. We will renovate the beaches so that they look pristine and start an enterprise wholly owned by our SWF to develop a hotel each in old Bolama and new Bolama (each appropriately themed for their locations), as well as the first resort on a beach, Praia de Ofir. We invite American companies to operate resorts in this area as well. While space is very limited and the Judean government must keep ownership of basically all land in these islands, we will grant long term leases for companies to build their resorts and profit greatly from them. Since this is the most expensive part of our tourism plan and probably the most profitable, we will allocate $6 million to this project.

The rest of the islands that don’t have cities on them will be kept as wildlife reserves and be subject to extremely stringent building and fishing restrictions. We will build simple docks for tiny ships on the most beautiful of the islands and tiny, primitive thatch shacks that rely upon the natural air cooling methods that have been used for centuries in sub tropical habitats. Visitors will spend the night on these islands on a safari-like experience, cooled by the ocean breeze and the beach, and experiencing the amazing biodiversity on the islands close to Earth. They can take boat trips around the inlets, go wildlife spotting, and go recreational fishing (not with nets of course). We will leave $2 million for these limited constructions, hiring initial staff and guides, and cleaning up the beaches to actually look good.

We will spend the extra $2 million dollars to fund our new tourism ministry, which is really just in charge of promoting tourism. We will fund our first advertisement campaign with this money. In the first wave of ads, the ads will promote the beauty of our islands and the wildlife, as well as the safari adventure waiting, since that part of the tourism experience will likely be completed way before the resort. In the second wave of ads once the resort is done, the ads will promote the resort as a safe and luxurious location with a pristine view, perfect temperature, and friendly locals. We will also use some of the money to subsidize arrivals in the first month of operations to gain good word of mouth and encourage people to come to an initially unknown vacation spot.

Edit: The United Kingdom agreed to give us £1 Million in aid, which we will invest in our sovereign wealth fund overseas for the time being until we have a good use for it.

Edit 2: We will spend $1,000,000 of the UK's aid instead on creating our arms industry since we went overbudget with Germany's money.
