Through the majority of the mid-late 1960's, the ETA has remained rather silent and underground throughout the time period, using this time instead to smuggle weapons from outside the country using various businesses and shell companies as fronts with help of the Germans, French, Soviets and El Piloto's various contacts. However, only Germany's support is being made known to what few ETA members that actually are told this information. Usually using demise charters with shipping companies and smuggling weapons through boats before inspection, the ETA has been stockpiling small arms that could be explained away as Spanish Civil War or WW2 holdovers if confronted, rather than linking these weapons back to their supporters and arousing suspicion of a larger organization.

While they have been doing these things, they have also purchased a building of their own with the 150,000 that the Americans donated to the organization, and will front this building as an expanded Basque Museum of Military History. Within this building, secret 'prohibition-esque' rooms and cellars will be made to store equipment as well as individuals so as to hold meetings and store these stockpiled weapons. El Piloto's caches will also be used, as will his connections, so that the weapons are not all in one place.

Additionally, a more organized recruitment drive for the ETA will be used, drawing from the French Basque region where recruitment can be done far more freely. In Spain, recruitment will remain more-or-less word-of-mouth, however it is expected that recruitment will soon explode exponentially due to having made contact with El Piloto's sleeper cells and the Catalans, so that other like minded groups might also spread the news through their own channels.

Organization will remain decentralized, so that one cell would not be aware of the operations of another cell. This is done so that if one member of the ETA is captured, he would not be able to rat out the entire organization. The overseers of the organization will operate from a top-down position, delegating tasks in a descending order from themselves to regional leaders, then provincial leaders, city leaders and sub-leaders within different districts of the city. Codenames will continue to be used, with overhead leaders using multiple codenames so as to confuse any potential moles and give the impression that the ETA is larger than it actually is.
