February 1951
After two months of negotiations, the People's Republic of Burma and the Dominion of Pakistan have agreed to sign a formal armistice to bring the hostilities in North Arakan to an end. The terms of the armistice are as follows.
1) All hostilities between Burma and Pakistan shall be permanently suspended. Normal relations between the People's Republic of Burma and the Dominion of Pakistan shall be resumed.
2) Upon signing the armistice, the People's Liberation Army and the Pakistani Army will begin a six month phased withdrawal from the Burma-Pakistan border, to be validated by neutral observers from the Republic of Bharat. A third of the present forces shall be withdrawn every two months, until at the end of the sixth month, there are no Pakistani Army of People's Liberation Army forces remaining along the border. The People's Liberation Army shall withdraw to the east of the Mayu River (including a line going north to the Indian border from its northernmost point). The Pakistani Army shall withdraw to the north of the Bakkhali River. The only forces operating between these two boundaries shall be the East Bengal Rifles and the Tatmadaw.
3) Upon the conclusion of this phased withdrawal, all prisoners of war will be released to their home countries. During the sixth month withdrawal, Pakistani (and Iraqi) prisoners of war will remain detained in Sweden.
4) Pakistan publicly commits to the principles of the United Nations Charter, renouncing the use or threat of force in its dealings with Burma.
5) Burma commits to uphold the fair and just treatment of Burmese Muslims.
6) Burma and Pakistan commit to negotiating a further peace settlement that addresses all outstanding issues raised by North Arakan Conflict of 1950, including, for example, the repatriation of refugees, payment of reparations, and so on.
7) Burma publicly commits to working with Pakistan to bring about a pacific settlement of the North Arakan Question by way of bilateral agreements between the two parties.
