The conflict in Greece is a regrettable affair, something which we definitely hold responsibility due to our collaboration of the Axis war effort in the invasion and destruction of Greece. Italy has grown to understand its role in the conflict and the pain and suffering it inflicted upon the Greek people to which is a harsh realization to do. The Italian state is willing to make amends for its role during the Axis Occupation of Greece and organized a meeting in Athens with the Greeks to formulte what can be done to help improve relations and establish a memorandum of understanding where our two great peoples can live in brotherhood. After deliberation, the following stipulations were agreed to:

-Italy will provide around $12,000,000 yearly liquidity in Italian lira to be provided to the Greek state to help balance its budget. The payment plan would be valid for the next 8 years and we believe this to be aproppiate reparations for the war devastation. We hope this aid can result in a speedy recovery for the Greeks.

-Italian construction firms would be allowed to set up shop in Greece to take advantage of the upcoming reconstruction boom post war. Railroads, ports, housing, industry and others will be rebuilt in assistance.

-Italian shipping and shipbuilding conglomerates would be permitted to acquire up to 15% of shares of Greek shipping firms and will receive favorable rates for using its merchant marine. Greek shipping companies are given incentives to the purchase of Italian transport hulls.

-Beggining in 1950, we hope the Greek government can help sponsor Italian membership into the United Nations
