[COUNCIL] Decisions of the Fourth Council

To recap (I forgot a few posts) we have passed a criminal code, found here as of the Second Council. Furthermore, we repealed the prot licensing act, that was stupid.

The Fourth Council was an open council and joint session with the Senate centered around threshing out the Revised National Charter. The votes made during the council break down as follows:

  • proposal: Only the Alcuahtl can call for an impeachment vote against the Excuahtl (0 Aye, 0 Abstention, 5 Nays) FAIL

  • proposal: Include "freedom of movement" as a human right in Article I of the national charter. (n.b. This means the government cannot force someone to live somewhere, and no Yoahtlan may be forcibly kept in a location, ie a slave farm, without their consent. Naturally, does not apply to pearled criminals.) (6 aye, 0 abs, 0 nay) PASS

  • Proposal: The Alcuahtl has the ability, with 2/3 vote of the senate, to authorize the construction of a national bunker, with a portion of funds, food and equipment, to prepare for the eventality that there will be a dehabilitating attack committed on a city, with room for 50 individuals, a farm, as well as a mine and a tree farm. The location would be secret to only the constructors, the Excuahtl and Alcuahtl. In times of crisis, the bunker will be used and once the senate determines the city is safe to return to, the bunker will be made public housing and extra storage. Otherwise the bunker will be visited by a selected individual and the revealing of the location of this bunker to enemy forces is determined to be treason and will face punishment. The bunker will be made in unclaimed land, and in a different shard than the capitol city. (1 aye, 3 nays, 0 abs) council (2 aye, 0 nay, 0 abs) senate FAIL - DID NOT PASS COUNCIL

  • proposal: Bill o' Righty-o's as the new name for Article I (4 aye, 0 nay, 0 abs) council (1 aye, 1 nay, 0 abs) senate FAIL - DID NOT PASS SENATE

  • proposal: Citizenship in Yoahtl is determined by residency in a Yoahtlan town or on Yoahtlan territory (7 ayes, 0 nay, 0 abs) PASS

  • amendment:"A member of the council can not serve on the Senate during the duration of their term; likewise, a member of the Senate can not serve on the Council while serving on the Senate, unless the size of the Empires' active members is below 7 or other adequate number in the opinion of the diarchy." (3 ayes, 0 nay, 1 abs) PASS

  • proposal: accept the revised national charter as the new constitution of Yoahtl (8 ayes, 0 nay, 1 abstention) PASS - AWAITING ALCUAHTL/EXCUAHTL APPROVAL

  • proposal: accept the Solar Moon Tricolor as the national flag of the Empire of Yoahtl (4 aye, 1 nay, 0 abstention) PASS

A reminder for those wondering: our next council election will come at the beginning of 3.0, roughly a week or two in so we have time to get established and see who'll stick around. So far, we're up around 133 potential starting players, thanks to a flood of returning Melonians and a few Civian groups joining us as well.
