No surface facing sand on a beach on the land extending 12 blocks into the adjacent waterway is to be invasively removed without explicit permission from a presiding magistrate within S.P.Q.R. lands.

Beaches being sand patches adjacent to oceans, rivers, ponds, and lakes, or any other natural water.

The outlined area will be designated as the Hercynian Forest National Park to be a preserve and will be forbidden from all unauthorized alteration on the surface or anywhere above.
