Wonky white funk and yellowing leaves on citrus trees

I’ve not seen this before. This Persian lime tree is fruiting, but some of the leaves are yellowing with this white “funk” on some. At first, I hit it with some neem oil, nothing happened. Applied potash to soil. Nothing happened. I do not see any visible insects. The same is now happening to my Meyer lemon. It’s been raining a good little bit and very humid here in Houston. Any thoughts are appreciated.
