2006 Heat and AC not turning on

AC and Heat not working in wife's car. Noticed on fuse diagram that Air Pump and Air Sol are shown on diagram but no relays actually in those spots. Everything else matches. Last owner put in new blower and resistor but still wouldn't work. Tested blower with a battery and it will spin and blow so it works. Could these be the issue?
