OBDII problem

I have a 2004 Jeep Liberty, and the OBDII port is having problems. Everything I've read online says to check all of the fuses, which I've done.

I have a Bluetooth reader which worked really well for a while. Then it became intermittent in my car, and now it won't work at all. The reader still works in my wife's car so I know the problem is with my car.

My question is how should I go about troubleshooting?

Also the last time I went to get an emissions test done they couldn't get a reading until they tried a second machine. My guess is the second machine supplied its own power.
