Does anyone else think the touchback rule on a fumble is pretty dumb?

I know the ruling is a sort of carry over from Rugby, but to me it seems like one of the most poorly written rules in football. Please change my mind if you can, but wouldn't it make more sense to simple return the ball to the spot of the previous down rather than forfeit possession to the defence? Seems like such an inconsistent ruling since recovering your own fumble in any other part of the field does not hurt a team nearly as much.

Curious if people like this rule the way it is, or what changes you would impose to make it better?
