Be greedy when others are fearful. Does this apply to the Brisbane real estate market at the moment?

I'm wondering if it would be a good time to buy a unit close to the city now when there is uncertainty around rate rises and such because I feel as soon as the rates top out, everyone will rush in. What do you think?
