As the Lao Government have agreed to a closer union post-independence, a Charter of Union have been drafted as an amendment to the DRV Constitution of 1946 (which would be adopted as the Constitution of the FRoI) to address the unique relation between Vietnam and Laos within such Union, to maintain the rights of the Laotians in what would be a very Vietnamese dominated state.

Annex 1: The Union would be called the Federal Republic of Indochina, with the 3 branches of the Executive, Legislative and Judicial. The Executive branch is headed by the President, who will be elected per a popular vote. The Prime Minister is appointed by the President on the suggestion by Parliament. The Legislative branch is the People's Parliament. The People's Parliament functionality is similar to the DRV Constitution of 1946, Section II: People's Parliament. To ensure the rights of the Laotians, 2 seats on the Standing Committee will be permanently assigned to Laotian representatives, with the rest chosen by the National Assembly.

Annex 2: The Federal Republic of Indochina will be divided into 75 Provinces and 6 Municipalities, each with their own regional governments and national assembly similar in accordance to the DRV Constitution of 1946. However, the 17 Laotian Provinces and the Municipality of Vientiane is also subjected to the devolved regional government, the National Assembly of Laos and the Executive Council of Laos. Legislation passed in the Federal level affecting the domestic affairs of Laos must pass through the National Assembly of Laos before coming into law, and on the other side, the National Assembly of Laos can pass legislation relating to Laotian domestic affairs without the People's Parliament approval, only with the consultant with the President of the Federal Republic.

These annexes aim to maintain the rights of the Lao people and nation within the larger union, as to maintain a stable, balanced and equal republic. The first election of the Federal Republic of Indochina will be conducted in February 1950, uniting the 2 nations of Vietnam and Laos
