With the French vastly escalating the situation by attacking our forces peacefully maintaining order in Laos, Joint Staff Command has determined that conflict is almost inevitable, and through the Viet Quoc, have convinced the President that the peaceful option is clearly not achievable, as the last time we negotiated with the French, they gave us unrealistic demands while moving 120 thousand troops into Indochina. We must prepare for a prolonged struggle. With Nationalist Chinese funds (sent to the Viet Quoc) and technical supports, a series of makeshift factories (Z101 to Z120) will be set up in the provinces of Thai Nguyen, Tuyen Quang and Ha Giang. The local farm folks will be recruited to work in the factories as their duty in the protection of the homeland. The factories will be mass-producing Molotov cocktails as well as other makeshift explosives and munitions (firearms and mortars/artillery alike).
