To the leaders of the Khmer Issarak and the Lao Issara,

The Democratic Republic of Vietnam have gained official recognition for independence from a UNSC member and are in de facto control of the majority of Vietnam. We believe this should be the goal that all independence movements in Indochina should strive towards, and as such, the leading party of the Government of the DRV, the League for Vietnamese Independence or Viet Minh is offering to aid the Laotian and Cambodian peoples in their struggle for independence, just as a lot of members of Viet Minh have previously done as part of the ICP (Indochinese Communist Party). We propose the formation of a political organization which would coordinate the resistance against French forces throughout Indochina called the Indochinese People's Revolutionary Front (Mặt Trận Nhân Dân Cách Mạng Đông Dương in Vietnamese).

The IPRF would be led by the Executive Committee, on which leading members of Viet Minh, the Lao Issara and the Khmer Issarak will sit. Its military wing, the United Indochinese Allied People's Army is a joint military/militia command integrating the military forces of Viet Minh, Lao Issara and the Khmer Issarak under a joint command for a more effective force, which we suggest to be led by renowned General Vo Nguyen Giap.
