Exercising without reliever?

Hi everyone,
I'll keep this simple. I take a single puff of budesonide powder inhaler morning and evening, and generally speaking, I very rarely need to take my reliever. However, even if I start jogging for 20 seconds, my chest feels tighter quite quickly.
Can your asthma be controlled and you still struggle to exercise? It feels wrong that I can't exercise unless I take my blue reliever.
