Bay Bridge Traffic. Why does it start so early?

On weekdays, traffic in SF on the approach to the Bay Bridge already starts to back up at 1:30pm. It’s just before 2:00pm now and I-80 is red on Google Maps all the way from Caesar Chavez to Second Street. Carpool on-ramp hours don’t start until 3:00pm.
Ostensibly, people are still working as it’s office hours. There isn’t an accident or any road construction.
Why does this happen so early in the afternoon?
