Should I get a permit for my water heater replacement?

I'm getting a new gas water heater installed in my SF home this week, since the one I've had since I bought the place has finally failed. The company that I'm hiring to do the job told me that technically the city of SF wants me to pull a permit for this, although in practice many homeowners don't. They said they can either pull one or not, depending on my preference.

Any thoughts on the pros and cons of pulling one versus not?
