If the time unit changes based on how strong a gravitational field is at a certain point, then does everyone observe the speed of light in a black hole to be zero?

Basically, we know that different observers measure different speeds of light depending on how fast (or slow) time moves. If that is the case, how do we objectively say that the speed of light in a black hole is zero when observed from far away? If I were closer to the black hole, would I measure a different speed of light? Question that came to my head because Iā€™m extremely confused.
