Were there any ancient or medieval democracies outside Europe?

We all know of Greek democracy and Roman Republic, then medieval Italian states, like Venice and Free Cities of the Holy Roman Empire. But were there any other democratic countries elsewhere before European influences became global? Or perhaps some form of despotism, but very decentralised and guided strongly by the people?
