What social forces came together in the 1970s and 80s that motivated the U.S. government to raise the drinking age to 21?

Often cited are concerns about drunk driving deaths, but presumably drunk driving had been the cause of many deaths for as long as cars were on the road. Why did this issue and other concerns become powerful enough to motivate federal intervention, particularly under the Reagan era of "personal responsibility, limited government"?
