Bought this 12v to 5v dc converter but the ouput decreases significantly under load

It's rated for 3A but I found that even with just 200ma load, the output voltage decreases to 4.5V, and goes even lower if the current is increased.
Is this typical behaviour or is it cheap rubbish? Anything I can do to help matters?
