What is this mess and how do I Fix it?

Hi all,

I have an old home and there is a detached garage in the back. Two lights that work but I unscrewed the fuse because of this mess.

I would like to just fix the wiring in a conduit and install a 120V outlet. What are these shower head looking things? Possible old power supply?
