Can you add an outlet extending from a wall sconce?

I had an electrician come out and gave a quote of 400 to add an outlet. I'm a very handy person I'm certain I can do it myself. I'm just looking to add an outlet for a tv. The easiest way would be to just from a wall sconce that has constant power and just go straight down. Question is, I'm not sure if you can do this or not?
