Use of the term 'ma'am'?

Big fan of Line of Duty and other brit crime dramas like Broadchurch etc.
In these shows often police officers refer to the female, usually superior officer as 'ma'am'.
Is this equivalent to referring to a superior male as 'sir'?
Is this limited to police communications for the most part?
