Herbs to regulate the immune system and herbs to activate the immune system... Are they the same?

It seems that some herbs are known for activating the immune system and some are known for balancing the immune system... Is it the case that immune-supporting herbs can only do one or the other? Or are there herbs that are intuitive in that they will either boost your immune system or calm it down, depending on what's needed?

I think I got very confused when a traditional Chinese medicine practitioner told me to avoid herbs that stimulate your immune system because my own immune system is overactive (I'm currently fighting an intestinal infection). Previously, I had assumed that all immune-boosting herbs were safe no matter what the patient was dealing with...

Herbs to balance the immune system and herbs to boost or activate the immune system... Are these properties sometimes found in the same herb or can immune-supporting herbs have different effects on the immune system depending on the herb?

Forgive me if my thoughts seem unorganized but I'm still very much organizing these thoughts myself and not sure what or how to ask. Thanks!
