Should I play with higher frame rate and no RTX, or 30fps with RTX?

What the title says. Sorry if this has already been covered in the forum. I'm running on a RTX 3080, so I can get decent frames without RTX, but this is a game that I truly wonder if I'm missing a better experience without the RTX enabled and wonder if it would be worth it to play at lower frames, like on the consoles.
