After a violent civil war between its constituent city states, Arthia had been peaceful and quiet as the new administration rebuilt the state. Two sacked cities and an aggressive plan to formally reorganize the remaining two into a unified, cohesive, state took much of the administration's energy. In the middle of such an effort, an emissary had been received from the south, the Lituuram. This emissary was sent to assure them their recent movements of soldiers were not hostile. While their last war with the Lituuram was long, long ago, it was merely good sense to be a little suspicious. Unfortunately, with the restructuring of society going on, the oligarchs simply thanked the emissary and sent him on his way.
In time, the oligarchs could cast their gaze outwards once again, and this time, their eyes landed to their south. Or east if they were in Celsinus. It was said that these lands which the aforementioned emissary had occupied were full of militant zealots. As every merchant knows, militant zealots, brigands, and armies are very poor for business, and should the Lituuramata ever lose control of their border region, their problem may very well become Arthia's problem. The oligarchs knew the mountainous land to be home to wild tribes, who are also in the way of such hostile zealots. They would make good boogeymen. And so it was, that the oligarchs would offer protection to the local tribes, which the Arthe called Celegaram and Armistam, in return for tribute, fealty, and most important, merchant and military access to their lands. Protecting the main Arthe lands would only get easier, the more lookouts and fortifications they can build in the mountainous terrain to slow down these... Kudusdam in the event of an invasion.
