Johan s echo sigil question

So there's this sigil that is technically a good sigil, it should work for any healer character, it's a sigil that stacks a lot so in long battles it should provide a high amount of damage to healed characters, however why does it simply not work? I tried it on Oneirus A, it didn't work, nor on Linguang, simply because if both can provide healing? Is there some line in this sigil that I'm misunderstanding?
