What should I do about an employer who hasn't gotten back to me 3 weeks after an interview and three follow-up attempts?

I am feeling so hurt and confused right now. I applied to a job three weeks ago and I thought it went well, they said they would reach out to me to schedule a shadow interview, but it's been three weeks and I have received NO call, no email, and not even a rejection. What does this mean and why would someone professional do this? I have called twice, and left a voicemail. When should I give up and move on? I have applied to other jobs in the meantime because I am in dire need of a job and money. I'm really hurt because this job was such a perfect opportunity for me and I was really excited, so so so excited after months of struggling. I thought this was light at the end of the tunnel. I'm so confused because I haven't heard back, and I haven't received a rejection nor acceptance... their assistant answered the phone when I called on the two occasions urging me that they would flag it as URGENT for them to call me back. But nada. Call me silly but two tarot readers even told me I'd hear back n get this job, to be patient. Well, patience doesn't pay the bills. Their VM said they return all calls, but nada. This should not go unconfronted in my opinion, what do you think?
