Description of Original Problem: After a while (Time it takes varies but has been happening more quickly as of late) of me playing games (I've noticed it happens in all games not just specific ones) the framerate starts to drop, while looking at the performance monitor in Wattman I noticed that my GPU's memory would start spiking from the max 2250mhz down to 300mhz then back up to 2250mhz constantly
Troubleshooting: I've already reinstalled my AMD drivers multiple times, run the AMD cleanup tool as well as used DDU and completely reinstalled drivers from scratch. When I last update my driver to the 18.2.1 I performed a clean install as well. I've turned off both overclocks on my CPU and GPU but either way the problem resurfaces.
