A hat in time is unplayable for me, yet there seems to be no reason for it

For quite some time I have owned 'a Hat in time'. It seems to me to be a great platformer, something I quite long for to play again and it seems to me this game does everything right. I played yooka-layle (that other recent platformer) and that one worked just fine, but 'a Hat in time' works terrible, even on the lowest settings that make my computer look like I am trying to run it on a potato it still lags extremely.

I could finish the first act with extreme irritation as any camera turn would cause it to lag, but I just gave it up a while later, even deleting it. Now I wish to try it again, according to all sites my system should run the game without any hiccups at all. Can someone help me? I found no really good info online and it seems a bit odd that it does not work.
