This 3ds worked (except for the cameras) before I opened it up. The ds was excessively dirty and would get no use in it's current state by anyone. I took it entirely apart to clean it's shell and replaced the cameras while I was at it. When I resembled the whole thing and turned it on... Nothing. Just the blue power light. I have no idea where to start looking. Everything was put in correctly from what I can tell. If anyone has advice on where the issue might be that would be helpful.

Update: the ds is fully working again. The troubles from what I can tell all arose from one ribbon cable apearing fully in it's slot when it was not. Quadruple check your ribbons y'all!
